Many our our CA clients ask if they need a California reseller's permit. It largely depends on where (what state) their DVD is manufactured. These two have been the primary reasons why some clients decided to apply for a reseller's permit.
1. The DVD and merchandise manufacturing is done in California and the products will be shipped to a California address (warehouse, home, etc).
2. The client's retail distributor (from whom the client buy DVDs for self-distribution/resale) is located in California and they will be shipping to Neoflix--located in California.
In each of these cases, the manufacturer/ replicator/ distributor asks for a reseller's permit or will add sales tax to the invoice.
